Hi!
This means that the server name and port refused the connection. The server name or port could be incorrect. Or the server is actually  blocking it.
You should check it with your hosting support service.

We insist that the problem is due the hosting. Clearly it's a firewall problem or dns problem, the error is because the program tries to conect and loses the packages. You must request to your hosting to open the firewal or correctly configure the dns on  /etc/resolv.conf....
